Watertown Plank Road Reconstruction

Donohue developed an urban street reconstruction project through downtown Elm Grove that included new pavement from business front to business front, storm sewers, sidewalks and bike accommodations. Streetscaping elements, including decorative pavement, plantings, curb bump-outs and decorative lighting were also incorporated in the design.
Special attention was given to improve pedestrian safety and encourage foot traffic to businesses. Improvements included a uniform and consistent sidewalk and bike lanes, new curb ramps, pedestrian activated in-pavement lighting at select crosswalks, and removal of non-ADA compliant obstacles.
With an average daily traffic volume of 11,800 vehicles in this commercial district, the project required extensive coordination with the Village, local businesses, and private utilities. Multiple public meetings were held to solicit input from the community on everything from roadway alternatives, to light fixtures to construction impacts. To maintain access to businesses during construction, the project was completed in five stages. Extensive coordination was also required with the Wisconsin DOT Bureau of Environmental Services and the State Historic Preservation Office regarding a cemetery and historic buildings.
STP–Urban funds were used to help finance the $2 million project.
