Storm Sewer Improvements

The Village of Sister Bay worked with the Department of Transportation (DOT) to develop plans to reconstruct Bay Shore Drive (STH 42) through downtown Sister Bay. In advance of roadway reconstruction, Sister Bay upgraded utilities including new water mains and relocating and upsizing sanitary sewers. Storm sewers were constructed in coordination with DOT’s design for STH 42. Donohue provided analysis of upstream flows and design of new storm sewers to convey this flow to the DOT project. Donohue also designed the storm sewer and a new outfall to convey stormwater from the outlet of the DOT project to the bay of Green Bay. All storm sewer flow are routed through a vortex treatment device to improve the quality of the water entering Green Bay.
For inclusion with the DOT roadway design, Donohue designed or coordinated with DOT designers to accommodate decorative lighting, sidewalk, bicycle paths, overhead utility relocations, and the realignment of the County Walk Drive and Highway 57 intersections.
Donohue worked with the Village to review alternatives for relocating utilities from an easement behind businesses and residences to the STH 42 right-of-way. All sanitary sewer laterals and water services were reconnected to the new sanitary sewer and water mains, respectively. Extensive coordination with the Wisconsin Department of Natural Resources and U.S. Army Corps of Engineers was required to obtain a permit for a new storm sewer outfall into Green Bay, including TSS reduction and treatment for stormwater runoff. Donohue prepared bidding documents for the sanitary sewer, water main, storm sewers, utility relocations, and lighting.
To minimize the disruption to area businesses, the Village conducted a public outreach campaign that started during utility construction and continued until the end of the paving project. The campaign focused on working with the Village and area businesses to provide construction information to residents and tourists, including information on detour routes, parking locations, and accessibility of downtown businesses.
